In partnership with the Philadelphia City Planning Commission (PCPC) and the Philadelphia Zoning Board of Adjustment (ZBA), OWN serves as a Registered Community Organization (RCO) addressing all zoning concerns for our Overbrook community.
Overbrook West Neighbors (OWN), Inc. seeks to educate our neighbors and stakeholders about the zoning process. The City of Philadelphia City Planning Commission hosts a YouTube channel called GovTV. In the videos provided below, RCO responsibilities, how development is defined, why RCOs meet with developers, and how to find RCOs are described.

Zoning Board of Adjustment (ZBA). Housed within the Philadelphia Department of Planning and Development, the Zoning Board of Adjustment (ZBA) hears appeals of the Department of Licenses and Inspection’s (L&I’s) refusal or referral of a zoning permit application and any decision made by L&I in accordance with the Philadelphia Zoning Code, including issuance of by-right permits and zoning-related violation notices. ZBA is an independent board within the Department of Planning and Development.
